Bug Fixes

Fixed an issue where allocations set to 0% were not saved correctly.

• Impact: Some teams saw temporary gaps or unexpected carryover in capacity planning when a member’s allocation was intentionally set to zero (for example, during onboarding, leave, or bench time).
• What’s changed: The allocation service now treats 0% as a valid saved state and preserves it across edits and page refreshes.
• Benefit: Capacity data stays accurate for planning, forecasting, and audit trails—even when a contributor is temporarily unallocated.
